What does reported by committee mean?

The committee has formally acted

When a committee reports a bill, it has completed formal consideration and sent the measure to its chamber. The committee may report the introduced text, an amended version, or a substitute.

Reporting is progress, not a floor vote

A reported bill is eligible for later floor consideration, but leadership still controls scheduling and other procedural steps may remain. Committee reports can also explain the measure, its changes, and dissenting views.
