What does “presented to President” mean?

The short version
Formal presentment starts a 10-day clock, excluding Sundays. The President may sign, veto, allow enactment without a signature, or pocket-veto the bill if Congress prevents its return.
What happens next
A regular veto can be overridden by two-thirds of both chambers. A pocket veto cannot. Enactment gives the measure its permanent public-law number.
