What does “placed on calendar” mean?

A waiting room, not an appointment, for possible floor action.

The short version

Calendar placement makes a bill eligible for floor consideration. It does not schedule a vote: hundreds of eligible measures may never be called up.

House and Senate calendars

The Senate uses legislative and executive calendars. The House divides measures among the Union, House, Private, Discharge, and Consensus calendars.

What it signals

Placement after a committee report is routine. Direct Senate placement under Rule XIV is more revealing because it usually shows leadership has taken ownership.
