What does “laid on the table” mean?
How the same phrase can mean a kill shot or routine housekeeping.
Read the object
If a bill or amendment is tabled, it is effectively defeated. If the motion to reconsider is tabled after passage, Congress is locking in the result and closing off a do-over.
Quick decoder
A successful motion to table kills the named matter; a failed tabling motion means it survived. The routine ‘motion to reconsider laid on the table’ is a positive finalization signal.
