Federal AI proposals span model safety, government procurement, research, workforce policy, civil rights, national security, and rules for high-risk uses. Measures that share the AI label can therefore address very different policy problems.

How to read legislative momentum

Introduction alone shows interest, not enactment prospects. Committee action, bipartisan sponsorship, inclusion in larger legislation, chamber passage, and companion measures provide stronger evidence that an idea is moving.

• HR 8881: SBA Artificial Intelligence Utilization Act of 2026
• HR 3679: Small Business Artificial Intelligence Advancement Act
• HRES 1007: Expressing the sense of the House of Representatives with respect to the use of artificial intelligence in the financial services and housing industries.
• S 5154: A bill to establish protections for minors who use companion artificial intelligence chatbots, and for other purposes.
• HR 9965: To direct the National Nuclear Security Administration through the Secretary of Energy to establish the Advanced Artificial Intelligence Nuclear Evaluation Program, and for other purposes.
• S 5135: A bill to amend the Federal Election Campaign Act of 1971 to clarify that the prohibition under such Act against the fraudulent misrepresentation of campaign authority and the fraudulent solicitation of funds includes misrepresentation through the use of content generated in whole or in part with the use of artificial intelligence (generative AI), and for other purposes.
• HR 9925: To provide for Federal oversight of the development and deployment of frontier artificial intelligence in interstate and foreign commerce, and for other purposes.
• HR 9939: To prohibit Artificial Intelligence Data Centers on Federal land.
• HR 9907: To enable the Department of Labor to promote the necessity of artificial intelligence to safeguard the welfare and job security of apprentices.
