What do “engrossed” and “enrolled” mean?

One chamber’s final text versus Congress’s final text.

The short version

Engrossed is the official version passed by one chamber. Enrolled is the identical final version passed by both chambers and prepared for the President.

Why the distinction matters

An engrossed bill can still change in the other chamber. The enrolled version—often labeled ENR—is the only version presented for signature and capable of becoming law.
